Werewolves: Being hunted and “recruited” into a new order led by a mysterious lead, an extremely powerful figure with strange abilities. Those who refuse to join are killed.

Dragons: Something has the dragons scared, many have gone into hiding, others have disappeared completely.
Dragon Priests: Something is waking the defeated Dragon Priests, granting them power beyond what they once knew in life.
The Empire: Ever since the assassination of the Emperor, the empire has been fractured and divided, and the vicious in-fighting has only increased over the years. There are many who look to Tullius, the man who ended the rebellion in Skyrim, and who has no ties to any particular faction, as a potential leader.
The Dark Brotherhood: Ever since its near destruction, the brotherhood has been far more cautious in how they go about their business, expanding their operations slowly and carefully. They have spent the last decade rebuilding their powerbase and have begun taking measures to expand beyond Skyrim once more.
The Thieves Guild: Ever since the reformation of the Guild, they have grown extremely bold, all but flaunting their power in the faces of the Jarls. With Maven, the Jarlessa of the Rift, leading and protecting them, they will always have a safe haven in Riften.
The Jarls: Elisef has been meeting frequently with the Jarls of Skyrim for the last several years, treating them more as a council than her subordinates. She has learned to take their advice, and it has made her a better queen, though many would prefer to see another in Elisef’s place.
